Rebecca Racz charged with DUI controlled substance after swerving into oncoming traffic on Route 611 in Bartonsville; court records show prior Carbon County DUI, Monroe County eviction judgment, outstanding fines in both counties
BARTONSVILLE, MONROE COUNTY — A 36-year-old Effort woman is facing DUI charges after Pocono Township Police say she was observed swerving across the center line and nearly turning into oncoming traffic on Route 715 on Saturday morning.
Rebecca Racz was taken into custody on Saturday, December 20, 2025, after officers responded to reports of a reckless driver in the area of Route 611 and Bartonsville Avenue in Monroe County.
Court records reveal this is not Racz’s first encounter with DUI charges. She was admitted to Carbon County’s Accelerated Rehabilitative Disposition program in 2022 for a January 2020 DUI involving controlled substances in Franklin Township — and still owes more than $2,600 in outstanding fines and fees from that case.
Just five days before her arrest, a Monroe County judge entered a $4,708 judgment against Racz and another defendant in an eviction case filed by Sellersville landlords.
The Monroe County Traffic Stop
According to Pocono Township Police, officers were dispatched around 11:47 a.m. Saturday to the area of Route 611 and Bartonsville Avenue for a report of a reckless driver. The caller reported a vehicle swerving all over the roadway.
An officer located the vehicle near Route 611 and Alger Avenue and observed it swerving over the center line multiple times. The vehicle nearly turned into the oncoming lane of traffic on Route 715, police said.
The officer conducted a traffic stop and identified the driver as Rebecca Racz.
During the investigation, Racz showed signs of being under the influence of a controlled substance, according to police. She was taken into custody and transported to the Monroe County DUI Center, where she was fingerprinted and processed.
Prior DUI in Carbon County and ARD Program
Court records show Racz has a documented history with DUI charges in northeastern Pennsylvania.
On January 20, 2020, Pennsylvania State Police Trooper Gary N. Fedor cited Racz for DUI involving controlled substances following a traffic stop in Franklin Township, Carbon County. The criminal complaint listed multiple DUI counts including Schedule 1, Schedule 2 or 3, metabolite, and impaired ability charges, along with careless driving, improper muffler, and no rear lights.
The case was waived to Carbon County Court of Common Pleas in June 2020. After multiple continuances — six motions for continuance were filed between August 2020 and August 2021 — Racz applied for the ARD diversion program in May 2021.
Her ARD court date was initially scheduled for August 2021, but she failed to appear for the October 2021 hearing. A bench warrant was issued, and her bail was revoked. Court records indicate she was confined to Monroe County Prison in June 2022 before the warrant was returned.
President Judge Roger N. Nanovic admitted Racz to the ARD program on July 26, 2022. She was assessed $2,786.83 in costs and fees — including a $354 State Police crime lab user fee, $650 in ARD fees, and $101.59 in sheriff bench warrant costs.
As of December 2025, Racz has paid only $163 toward those obligations. The court has issued multiple delinquency notices — the most recent noting the account is 1,139 days overdue. A December 9, 2025, entry indicates the court determined Racz is “financially able to pay” the outstanding balance of $2,623.83.
Even Earlier: 2013 Monroe County Driving Under Suspension
Racz’s court history in Monroe County dates back more than a decade.
In February 2013, PSP Trooper Justin M. Sannie cited Racz for driving while operating privilege suspended or revoked in Polk Township. She was found guilty following a summary appeal trial before Judge David J. Williamson on June 20, 2013.
That case also shows an outstanding balance of $310.50 in unpaid fines and costs.
Monroe County Eviction Judgment Days Before Arrest
Court records reveal Racz was also dealing with housing issues in the days leading up to her arrest.
On December 1, 2025, Sellersville residents Julie and Patrick Karcher filed a landlord/tenant complaint against Racz and co-defendant Phil Jago, seeking $4,500 in rent arrears plus possession of a property in Brodheadsville.
A hearing was held December 15, 2025 — five days before Racz’s DUI arrest. Magisterial District Judge Colleen Mancuso entered judgment for the plaintiffs in the amount of $4,708.25, including $4,500 in back rent and $208.25 in costs. The judge granted possession to the landlords.
Racz and Jago are jointly and severally liable for the judgment.
