Kevin Farrell, 38, evaded arrest for 53 days after 2.6-pound methamphetamine seizure; traffic stop yields additional drugs, paraphernalia
LUZERNE BOROUGH — A Hanover Township man who had been a fugitive for nearly two months following a major methamphetamine seizure was captured during a traffic stop in Luzerne Borough on Saturday, December 20, 2025, where police say he was carrying a loaded concealed firearm, more than a quarter pound of crystal meth, and $29,000 in cash.
Kevin B. Farrell, 38, was stopped by Luzerne Borough Police Chief Danny Duffy around 5:15 p.m. after Duffy observed a vehicle with a suspended registration plate traveling on Union Street. Duffy initiated the stop on Evans Street.
Farrell initially gave police a false name, according to the department. Officers discovered he was carrying a loaded firearm without a license and a bag of Schedule II controlled pills. A meth pipe was located between Farrell and his passenger, Crystal Vega, 37, of Scranton.
Once Farrell’s identity was confirmed, police learned Plymouth Borough Police had an active felony warrant for his arrest stemming from a February 2025 vehicle crash that led to a search warrant and one of the larger methamphetamine seizures in Luzerne County this year.
The Plymouth Borough Case
Plymouth Borough Police filed the felony warrant on October 28, 2025, after executing a search warrant connected to a February 18, 2025, motor vehicle accident. That search yielded approximately 2.667 pounds of methamphetamine, multiple firearms, drug packaging materials indicative of distribution, and $1,510 in cash.
Farrell was charged with manufacture, delivery, or possession with intent to deliver (felony), firearms not to be carried without a license (M1), intentional possession of a controlled substance, possession of drug paraphernalia, driving while suspended, restrictions on alcoholic beverages, careless driving, and disregard of traffic lane.
The case remained inactive as Farrell evaded arrest for 53 days.
December 20 Search Warrant
Following the traffic stop, the vehicle was secured and a search warrant was obtained. Police recovered drug paraphernalia consistent with intent to deliver, additional controlled pills, more than a quarter pound of crystal methamphetamine, and $29,000 in U.S. currency.
In addition to the suspended registration, the vehicle had no insurance and an expired inspection. Farrell was driving on a DUI-suspended license — one of multiple driving-while-suspended convictions he accumulated throughout 2025 while evading arrest on the Plymouth Borough warrant.
Farrell was arraigned on charges related to firearms, controlled substances, and traffic offenses. He was committed to the Luzerne County Correctional Facility on December 20.
20 Years of Criminal History
Court records show Farrell’s criminal history in Luzerne County spans two decades, beginning when he was 18 years old.
2005-2007: Three DUI Convictions
Farrell pleaded guilty to his first DUI on January 26, 2006, for an April 19, 2005, offense in Hanover Township and received six months in the Intermediate Punishment Program. The same day, he pleaded guilty to a second DUI from September 24, 2005 — this one involving a BAC of .16 or higher while he was still a minor — and received another six months IPP to run consecutively.
A third DUI arrest came on September 18, 2006, in Wilkes-Barre Township. Because it was his third offense, the charge was graded as a first-degree misdemeanor. Farrell pleaded guilty on April 19, 2007, and was sentenced on December 3, 2007, to one to two years of state confinement, beginning January 14, 2008. The sentencing judge was Michael T. Conahan, who was later convicted in the “Kids for Cash” federal corruption scandal.
2010: Drug Paraphernalia Convictions
Hanover Township Police arrested Farrell on January 8, 2010, and again on January 29, 2010, on drug paraphernalia charges. He pleaded guilty to both in July 2010 and was sentenced on August 30, 2010, to 12 months of probation on each count, to run consecutively.
2025: Continued Driving Violations
Between the February 18 crash and the October 28 warrant, Farrell continued accumulating traffic convictions across Luzerne County:
- April 19, 2025: Pennsylvania State Police cited Farrell in Plains Township for driving on a DUI-suspended license, driving without a license, failure to carry a license, and an unsigned registration card. He was found guilty on all four charges on June 17, 2025.
- June 3, 2025: State Police in Plymouth Township cited him for speeding 21 mph over the limit in an urban district and driving while suspended. He pleaded guilty to both on June 18, 2025.
- June 26, 2025: Pittston City Police cited him for unauthorized parking. He pleaded guilty on August 11, 2025.
All of those convictions occurred after the February 18 crash that led to the Plymouth Borough charges but before the warrant was filed on October 28.
Passenger Faces Charges
Vega was found in possession of a small container of suspected crystal methamphetamine. She will be charged at a later date, according to police.
Court records show Vega has no prior criminal history — only minor traffic violations including speeding citations in Plains Township, Freeland, and Bear Creek Township, as well as a driving-while-suspended conviction from February 2, 2024. The pending charges would be her first drug-related offenses.
Assisting Agencies
Chief Duffy thanked Courtdale Assistant Chief Johnson and Kingston Borough Police Officers Mahovich and Benjamin for their response and assistance at the scene.
All persons are presumed innocent until proven guilty in a court of law.
