HAWLEY BOROUGH, WAYNE COUNTY — A 68-year-old Hawley woman jailed since July on methamphetamine charges will ask a Wayne County judge Thursday to reduce her $150,000 bail—less than six months after she was sentenced on drug-related offenses in the same courthouse.
Maryann Caggiano was arrested July 23 when investigators from five agencies raided a Church Street residence and found methamphetamine, marijuana, and more than $4,000 in cash. Court records show she had been sentenced just 22 days earlier, on July 1, after pleading guilty to DUI involving a controlled substance and drug paraphernalia.
Her co-defendant, Tami Alice Frick, 60, of Hawley, was hit with four new felony and misdemeanor charges last week tied to a controlled drug purchase that led to the raid. Frick now faces two separate criminal cases and $200,000 in combined bail. She had been sentenced on her 60th birthday—December 20, 2024—for drug possession. Investigators say she sold methamphetamine to a confidential informant less than seven months later.

Both women remain incarcerated at Wayne County Correctional Facility. Neither has been able to post bail.
The Controlled Buy
The investigation began when detectives from the Pike County District Attorney’s Office and the Pennsylvania Attorney General’s Bureau of Narcotics Investigation started tracking methamphetamine sales in the Hawley-Palmyra corridor spanning Wayne and Pike counties.
On July 17, a confidential informant contacted Frick through a messaging application and arranged to buy an “eight ball”—approximately 3.5 grams of methamphetamine—for $200 at her residence in the 700 block of Church Street in Hawley Borough.
The informant completed the purchase and turned the substance over to investigators. Laboratory testing confirmed it was methamphetamine, a Schedule II controlled substance, weighing 3.23 grams.
Six days later, on July 23, a team of investigators executed a search warrant at 754 Church Street. The operation included the Pike County District Attorney’s Office Criminal Investigation Division, Wayne County District Attorney’s Office, Pennsylvania Attorney General’s Bureau of Narcotics Investigation, Pennsylvania State Police, and a Lehigh Township Police Department K-9 unit.
Inside, they found a large quantity of methamphetamine, marijuana, more than $4,000 in U.S. currency, and a 2009 Volkswagen that had been reported stolen from the Waymart area.
Frick and Caggiano were arrested at the scene.
Two Cases Against Frick
Frick initially faced two felony counts of possession with intent to deliver—one for methamphetamine, one for marijuana—stemming from what investigators seized during the raid. Bail was set at $150,000.
Last week, Wayne County Detective Robert Langman filed four additional charges in a second case tied to the July 17 controlled purchase: felony manufacture, delivery, or possession with intent to deliver; felony possession with intent to deliver by an unregistered person; felony criminal use of a communication facility; and misdemeanor drug paraphernalia.
Frick was arraigned December 15 before Magisterial District Judge Bonnie L. Carney, who set bail at $50,000. A preliminary hearing on the new charges is scheduled for December 31.
Her first case is set for a plea conference January 8 at Wayne County Courthouse in Honesdale.
Court records show Frick was represented by public defender John Jerome Martin when she pleaded guilty to misdemeanor drug possession last December. Martin is representing her again in both current cases.
Her prior record includes a 2021 guilty plea to unauthorized use of a motor vehicle in Pike County, a 2021 retail theft conviction in Wayne County, and a 2012 DUI in Pike County.
Caggiano’s Bail Hearing
Caggiano faces one felony count of possession with intent to deliver methamphetamine. Her attorney, Bernard John Brown of Carbondale, filed a motion December 15 asking Judge Janine Edwards to modify her $150,000 bail.
The hearing is scheduled for Thursday, December 18, at Wayne County Courthouse.
If Caggiano cannot secure release, her case is already on track for trial. A plea offers conference is set for January 8, with jury selection scheduled for January 20.
Court records show Caggiano appeared before Judge Edwards on July 1—just over three weeks before her arrest—to be sentenced on DUI involving a controlled substance and drug paraphernalia.
Her record includes convictions across three northeastern Pennsylvania counties in 2024: drug possession in Lackawanna County, disorderly conduct in Wayne County, disorderly conduct in Luzerne County’s Plains Township, and retail theft in Lackawanna County.
Detective Matthew B. Brown of the Pike County District Attorney’s Office was the arresting officer in her case.

The Wayne County District Attorney’s Office is prosecuting both cases. District Attorney A.G. Howell praised the multi-agency cooperation when announcing the arrests in August.
“Criminal activities know no boundaries,” Howell said. “Collaboration amongst law enforcement agencies leads to successful investigations, prosecutions, and safer communities.”
Two other people arrested during the raid on charges related to the stolen Volkswagen—Stephen Chicoski, 35, of Waymart, and Lisa Perkowski, 42, of Hawley—had all charges against them dropped in November. The Wayne County District Attorney’s Office has not commented on why those cases were dismissed.
