All three had spouses running the charity now under scrutiny. Four years of fundraisers. Zero reported grants. Where did the money go?
LAKE ARIEL, WAYNE COUNTY — Three people don’t resign from an HOA board in unison over a $5,000 accounting dispute.
But that’s what The Hideout wants residents to believe after Andrew Miller, Lou Delli Santi, and Rick Yocum stepped down Thursday—four days after NEPA News began investigating the nonprofit their spouses control.
The board’s statement thanked them for their service. It offered no explanation. It made no mention of the investigation.
Lou Delli Santi broke ranks hours later, posting on social media that something “absolutely disgusting” happened during a board meeting that day. He couldn’t say what—confidentiality oath—but he wanted the public to know he didn’t leave quietly.
Miller and Yocum have said nothing.
The Pattern That Matters
The José Duran memorial fund controversy that triggered the NEPA News investigation involves roughly $5,000 in disputed funds. That’s not nothing—but it’s not resignation-worthy for three board members simultaneously.
What might be: the four years that came before.
Angel Alliance—the charity run by Miller’s husband Brian Carchedi, with Delli Santi’s wife as treasurer and Yocum’s wife as secretary—has operated since April 2021. It has hosted “Night at the Races” fundraisers, golf outings, and charity events throughout Wayne County.
Its IRS filings for 2022, 2023, and 2024 report zero dollars in charitable distributions.
Not low. Zero.
The one year Angel Alliance reported any grants—2021—it claimed exactly $5,000. That’s one dollar below the threshold that would require publicly identifying who received the money.
Fundraiser proceeds were reclassified as “operating expenses” on Schedule O, a section meant for clarifications, not hiding where donations went.
So where did four years of fundraising money go?
What This Could Be
The IRS filing pattern raises questions that go beyond sloppy bookkeeping:
Self-dealing — Did charity insiders benefit personally from funds raised in others’ names?
Misappropriation — Were donations collected for stated purposes redirected elsewhere?
Tax fraud — If charitable distributions occurred but weren’t reported, the 990 filings are false. If they didn’t occur, where’s the money?
Donor fraud — Did people give money believing it would go to causes that never received it?
These aren’t accusations. They’re the questions that four years of zero-grant filings and a coordinated resignation demand.
Former Hideout chairman Robert Trombley told NEPA News he explicitly rejected Miller’s proposal to route Duran memorial donations through Angel Alliance. Miller agreed. Then Angel Alliance endorsed the checks anyway.
That’s not miscommunication. That’s defiance—to ensure money flowed through one specific entity controlled by board members’ families.
Why?
What Would Answer Them
Full transparency would require:
- Bank records for Angel Alliance showing every deposit and withdrawal since 2021
- A complete list of every fundraiser the charity held and its stated purpose
- Interviews with other families who were told they’d receive Angel Alliance support
- Side-by-side comparison of what donors were told versus what 990 filings show
Subpoena territory. Or a state investigation.
Pennsylvania’s Bureau of Charitable Organizations, a division of the Attorney General’s office, regulates nonprofits and investigates charity fraud. Angel Alliance’s IRS filings are publicly available under EIN 86-3523943. Anyone can look.
What Comes Next
NEPA News indicated its December 14 report was part one of a multi-part investigation. The resignations came before part two.
The Duran family is still waiting for a full accounting of donations made in José’s name. As the Pocono Review first reported, the slain officer’s widow Tinesha Duran discovered checks written to her husband’s memorial fund were being endorsed by Angel Alliance—an arrangement never disclosed to her or donors.
She’s also raised concerns that board president Andrew Miller had information about her husband’s murder case before she did.
Our previous coverage detailed the full web of undisclosed relationships between the three resigning board members and Angel Alliance leadership.
Three board members just quit rather than answer questions about any of it.
