19-year-old arrested after seven-month PSP investigation into file-sharing networks; second CSAM case from small Polk Township community since October
POLK TOWNSHIP, MONROE COUNTY — A 19-year-old Kunkletown man is free on bail awaiting a January preliminary hearing after Pennsylvania State Police say a months-long investigation into file-sharing networks led them to child sexual abuse material on his electronic devices.
Graydon Henry Hoffner faces 12 felony charges including five counts each of possessing and disseminating child sexual abuse material. He posted $5,000 unsecured bail following his December 1 arraignment and is scheduled to appear January 8, 2026, before Magisterial District Judge Colleen Mancuso for a preliminary hearing.
The case marks the second child sexual abuse material prosecution from the small Kunkletown community in less than two months—following a federal case that resulted in a nearly 22-year prison sentence in October.
Seven-Month Investigation
The criminal complaint traces a timeline spanning most of 2025:
March 16, 2025: Alleged offense date for all 12 charges, according to court records.
May 16, 2025: PSP Bureau of Criminal Investigation executes search warrant at Hoffner’s Polk Township residence. Troopers seize electronic devices for forensic examination.
November 24, 2025: Monroe County issues arrest warrant.
November 25, 2025: Criminal complaint filed. Fingerprint order issued.
December 1, 2025: Hoffner appears for preliminary arraignment before MDJ Mancuso. Bail set at $5,000 unsecured. Hoffner posts bail and is released.
January 8, 2026: Preliminary hearing scheduled for 10:30 a.m.
According to a PSP news release, troopers conducted a “proactive investigation on file sharing networks regarding the dissemination of child pornography” that led to the search warrant. Trooper Anthony M. Reppert is listed as the arresting officer.
Charges Carry Enhanced Grading
All 10 sexual abuse of children charges are filed as second-degree felonies—an elevated grading that signals aggravating circumstances.
Under Pennsylvania law (18 Pa.C.S. § 6312), first-time possession and dissemination offenses are typically third-degree felonies. Charges are elevated to second-degree felonies when the material depicts children under age 10, prepubescent children, or indecent contact with a child.
The charges against Hoffner:
- Child Sexual Abuse Material – Possession (18 § 6312(d)): 5 counts, F2 — up to 10 years each
- Child Sexual Abuse Material – Dissemination (18 § 6312(c)): 5 counts, F2 — up to 10 years each
- Criminal Use of Communication Facility (18 § 7512(a)): 2 counts, F3 — up to 7 years each
If convicted on all counts, Hoffner faces a theoretical maximum of 114 years in state prison and $264,000 in fines.
Convictions also trigger mandatory sex offender registration under Pennsylvania’s Megan’s Law: 25 years for dissemination offenses, 15 years for possession. The Sex Offender Assessment Board would evaluate whether to classify Hoffner as a Sexually Violent Predator, which carries lifetime registration.
Second Kunkletown Case Since October
Hoffner’s prosecution comes weeks after another Kunkletown man received a lengthy federal prison sentence on similar charges.
On October 23, 2025, U.S. District Judge Julia K. Munley sentenced Ivan Nicholas Baez, 46, to 262 months—nearly 22 years—in federal prison. Federal prosecutors said a May 2024 search of Baez’s cell phone revealed approximately 150 images and videos of child sexual abuse material, including images Baez created depicting himself engaging in sexual acts with children as young as 10.
Baez was a caretaker to one of the victims, according to the U.S. Attorney’s Office for the Middle District of Pennsylvania.
Kunkletown is an unincorporated community in Polk Township with approximately 1,300 residents, located in western Monroe County near the Carbon County line.
What Happens Next
At the January 8 preliminary hearing, prosecutors must demonstrate sufficient evidence exists to hold Hoffner for trial in Monroe County Court of Common Pleas. If the case advances, formal arraignment and trial proceedings would follow.
Hoffner, who turned 19 in June, is represented by Stroudsburg attorney Brett J. Riegel of ARM Lawyers. The Monroe County District Attorney’s Office is prosecuting.
Hoffner is presumed innocent unless proven guilty.
