TANNERSVILLE, MONROE COUNTY – A Long Pond man remains behind bars after his wife told 911 dispatchers he was punching her in the face while driving through the parking lot of the Crossings Premium Outlets during the holiday shopping weekend.
Oginga Chapman, 51, faces a preliminary hearing Tuesday on charges of simple assault and harassment stemming from the November 29 incident. He has been held at Monroe County Prison since his arrest after failing to post $10,000 bail.
Chapman has requested a public defender.
911 Call Made During Attack
Pocono Township Police were dispatched to the Crossings Premium Outlets at 1000 Premium Outlets Drive around 4 PM on November 29—the Saturday of Thanksgiving weekend—after receiving a 911 call from a woman reporting a physical domestic assault.
The victim, identified in court records as Chapman’s wife, told dispatchers her husband had punched her in the face and was continuing to strike her while she was on the phone with 911, according to police.
The assault was occurring as Chapman drove a black Chrysler Town and Country minivan through the outlet mall’s parking lot, police said.
Officers located the vehicle as it attempted to leave the shopping center. Chapman was taken into custody without further incident.
Police have not disclosed whether the victim sustained visible injuries or required medical treatment.

Bail was set at $10,000 monetary. According to court records, Chapman was “unable to post bail” and a commitment was printed ordering him held at Monroe County Prison.
He remains incarcerated as of Saturday.
