Monroe County Fugitive Arrested in Allentown on Same Charges He Was Running From

New York man wanted on East Stroudsburg warrant caught after another public intoxication incident; now awaiting transport to Monroe County

EAST STROUDSBURG — Camron Deval Culver told the officer he wasn’t going to cooperate. Then he dropped the stolen beer and ran.

That was May 2024. Police tased him, took him to the hospital, and filed charges. Then Culver disappeared for a year and a half — until Allentown police found him drunk and disorderly again this month and discovered the outstanding Monroe County warrant.

Now the 27-year-old Mount Vernon, New York man is awaiting transport back to the Poconos to face the original charges, court records show.

The Cluck U Incident

It started with a disturbance call on May 31, 2024, at 3:43 p.m. Stroud Area Regional Police were dispatched to Cluck U Chicken on Brown Street in East Stroudsburg for a report of an intoxicated male causing problems inside the restaurant.

By the time officers arrived, the man had grabbed beer from the cooler and fled. Another officer began searching the area and spotted him near the intersection of McConnell Street and 2nd Street.

According to the criminal complaint, the officer told Culver he was detained for possible retail theft. Culver’s response, per court documents: “I’m not doing that.”

He dropped the beer and took off running.

Officers pursued on foot. When Culver refused to follow commands, police deployed a Taser. He was taken into custody and transported to a hospital for treatment before being released.

SARPD Officer Shanellie J. Sosa filed charges: disorderly conduct, evading arrest or detention on foot, retail theft, and public drunkenness.

A Pattern

The Cluck U incident wasn’t Culver’s first brush with East Stroudsburg law enforcement — or his first public intoxication charge in the borough.

Court records show that four months earlier, on January 28, 2024, Culver pleaded guilty to public drunkenness before Magisterial District Judge Michael A. Wolbert at the same East Stroudsburg courthouse where the Cluck U charges were filed.

After the May arrest, Culver was apparently released and scheduled to return for a preliminary hearing. He never showed.

The case sat inactive for 18 months. On November 20, 2025, Judge Wolbert issued an arrest warrant. SARPD posted Culver’s information to Crimewatch, listing addresses in both Brooklyn and Mount Vernon, New York.

Caught in Allentown

Eleven days later, on December 1, 2025, Allentown Police responded to another disturbance involving an intoxicated male. They arrested Culver on disorderly conduct and public drunkenness charges — the same combination that had brought him to East Stroudsburg’s attention twice before.

When officers ran his information, the Monroe County warrant came back. Lehigh County Magisterial District Judge Karen C. Devine set bail at $5,000 on the Allentown charges and $100,000 on the extradition hold.

Culver didn’t fight the return to Monroe County. Court records show he signed a waiver of extradition on December 4, agreeing to be transported back to face the original charges.

Four days later, on December 8, he pleaded guilty to disorderly conduct in the Lehigh County case before Judge Devine. The public drunkenness charge was withdrawn. He received probation with non-restrictive conditions.

Awaiting Transport

As of this week, Culver’s Monroe County case remains listed as “inactive” with status “awaiting preliminary hearing.” The Lehigh County extradition docket shows “awaiting writ of extradition” — the formal paperwork needed to transfer him back to Monroe County custody.

Once transported, Culver will face the four original charges from the Cluck U incident before Judge Wolbert. The evading arrest charge is a second-degree misdemeanor carrying up to two years; disorderly conduct is a third-degree misdemeanor carrying up to one year. The retail theft and public drunkenness charges are summary offenses.

Assistant District Attorney Aaron M. Deangelo is handling the case for Monroe County.
