SCRANTON, PA — A 27-year-old Georgia man is wanted on 24 felony charges after allegedly helping run a sex trafficking operation across four northeastern Pennsylvania counties—and authorities say he slipped away after posting bail on unrelated drug charges in Lackawanna County three months ago.
Quindell Klarence Bowers of Lithia Springs, Georgia was last seen in the Scranton area in late August 2025. By the time Pennsylvania State Police filed trafficking charges in early December, Bowers was gone.
He is now one of three defendants charged in a Poconos-based trafficking ring that prosecutors say exploited women across Monroe, Lehigh, Luzerne, and Lackawanna counties from January 2023 through November 2025.
Anyone with information on Bowers’ whereabouts should contact Pennsylvania State Police immediately.
The Defendant
Name: Quindell Klarence Bowers
Age: 27
Date of Birth: September 6, 1998
Last Known Address: Lithia Springs, GA 30122 (suburb of Atlanta)
Physical Description: Black male, brown eyes, black hair
Status: AT LARGE – WANTED
How He Got Away
On August 21, 2025, Scranton City Police arrested Bowers on drug possession and paraphernalia charges. He was arraigned before Magisterial District Judge Alyce Hailstone Farrell in Lackawanna County.
Bail was set at $5,000 unsecured. Bowers posted and walked out.
At the time, PSP Troop N and Troop R Vice Units were still investigating a multi-county trafficking operation. The probe had been running since early 2023. Bowers was allegedly part of that operation—but charges hadn’t been filed yet.
A preliminary hearing on the Scranton drug charges was held September 30, 2025 before Judge Sean E. Gallagher. The case is now listed as inactive.
By early December, when PSP filed 24 trafficking charges against Bowers in Monroe County, he was nowhere to be found.
His last known address is in Lithia Springs, Georgia—a suburb of Atlanta, approximately 700 miles from Monroe County.
The Charges
Bowers faces 24 charges filed in Monroe County:
- Trafficking in Individuals (F1) – 4 counts
- Involuntary Servitude (F1) – 8 counts
- Corrupt Organizations (F1) – 2 counts
- Conspiracy: Trafficking (F1) – 2 counts
- Dealing in Proceeds of Unlawful Act (F1)
- Promoting Prostitution (F3/M2) – 8 counts
- Criminal Use of Communication Facility (F3)
Each trafficking and involuntary servitude count carries up to 20 years in prison.
His Alleged Role
According to prosecutors, Bowers worked alongside alleged ringleader Thomas Corey Green, 33, of Effort (Monroe County) and co-defendant Christopher Quinn Williams, 32, of Easton (Northampton County).
Green allegedly recruited victims online, used violence and threats to control them, posted advertisements on websites used for sex trafficking, and collected the money.
Bowers and Williams allegedly handled logistics—driving victims to hotels across Monroe, Lehigh, Luzerne, and Lackawanna counties and managing cash.
At least three victims have been identified. Investigators believe there may be more.
“Defendant Green used violence and his criminal past to invoke fear in these women, whom he devalued as people and viewed solely as a means to make money,” Attorney General Dave Sunday said December 4.
The Other Defendants
Green was denied bail December 3 after Monroe County Judge Colleen Mancuso deemed him “extremely dangerous.” He faces 42 charges including rape and aggravated assault.
Williams was arraigned November 24 and is being held at Monroe County Prison on $500,000 bail. He faces 15 charges.
Both have preliminary hearings scheduled for December 11 at 10:00 a.m. in Kunkletown.
Now What?
The case is being prosecuted by Chief Deputy Attorney General Heather Castellino through the AG’s Human Trafficking Section—a unit launched in January 2025 for multi-county trafficking investigations.
Castellino previously secured a 33½ to 69 year sentence against Berks County trafficker Hector Rivera in 2023.
