Poconos Sex Trafficking Ring: Monroe County Man Denied Bail on 42 Charges

Poconos Sex Trafficking Ring: Monroe County Man Denied Bail on 42 Charges

KUNKLETOWN, PA — A 33-year-old Polk Township man who prosecutors say ran a sex trafficking operation across the Poconos and northeastern Pennsylvania for nearly three years was denied bail Tuesday after a Monroe County judge deemed him “extremely dangerous” with no conditions that would make the community safe.

Thomas Corey Green of Effort has been held at Monroe County Prison since his December 3 arraignment on 42 charges including rape, aggravated assault, and human trafficking. Two alleged accomplices—Christopher Quinn Williams, 32, of Easton (Northampton County) and Quindell Klarence Bowers, 27, of Lithia Springs, Georgia—face an additional 39 charges between them. Bowers was last seen in Scranton and has not been apprehended.

The trafficking operation allegedly ran from January 2023 through November 2025, with victims transported to hotels across Monroe, Lehigh, Luzerne, and Lackawanna counties. PSP Troop N—which covers the Poconos region including Monroe, Pike, and Wayne counties—initiated the investigation.

Upcoming Court Date:

  • December 11, 2025, 10:00 a.m. – Preliminary Hearing, all three defendants (MDJ Colleen Mancuso, Kunkletown)

Defendant 1: Thomas Corey Green

Name: Thomas Corey Green
Age: 33
Date of Birth: June 27, 1992
Address: Effort, PA 18330 (Polk Township, Monroe County, Poconos)
Current Status: Monroe County Prison – BAIL DENIED
Next Hearing: December 11, 2025, 10:00 AM

Green was arraigned December 3, 2025 before Magisterial District Judge Colleen Mancuso in Kunkletown. The judge ruled Green is “extremely dangerous,” unlikely to appear for court, and that no bail conditions would protect the community.

How the Ring Operated in the Poconos

The investigation by Pennsylvania State Police Troop N Vice Unit—which covers the Pocono Mountains region including Monroe, Pike, and Wayne counties—revealed Green recruited victims online from his Polk Township residence near Stroudsburg, posing as a romantic interest.

Once he established emotional control, prosecutors say he used his criminal record and alleged gang ties to keep victims scared. Multiple women told investigators he beat them and threatened worse if they didn’t comply.

Court records show Green posted victims on websites commonly used for sex trafficking, controlled the advertisements, dictated what acts victims performed, set prices, and collected some or all of the money.

“Defendant Green used violence and his criminal past to invoke fear in these women, whom he devalued as people and viewed solely as a means to make money,” Attorney General Dave Sunday said December 4.

What Green Could Face

The same prosecutor handling this Poconos trafficking case—Chief Deputy Attorney General Heather Castellino—secured a conviction against Berks County trafficker Hector Rivera in 2023. Rivera was sentenced to 33½ to 69 years on 15 charges for trafficking one victim.

Green faces 42 charges involving at least three victims across NEPA, plus rape and aggravated assault charges Rivera did not face.
