Alleged ringleader Thomas Green and co-defendant Christopher Williams await court dates while Quindell Bowers evades capture
KUNKLETOWN, MONROE COUNTY — The preliminary hearings for two men charged in a multi-county sex trafficking ring have been continued until January, court records show, as the third suspect remains wanted more than two weeks after charges were announced.
Christopher Quinn Williams, 32, of Emmaus, was scheduled to appear December 11 before Magisterial District Judge Colleen Mancuso in Polk Township. That hearing was continued to January 8, 2026, at 10:00 a.m., according to docket records updated this week.
Williams faces 15 charges including human trafficking, involuntary servitude, corrupt organizations, and promoting prostitution. He has been held at Monroe County Prison since November 24, unable to post $500,000 bail.
Thomas Cory Green, 33, of Effort — whom prosecutors describe as the operation’s leader — faces 42 charges including rape, aggravated assault, and trafficking in individuals. Judge Mancuso denied him bail at his December 3 arraignment, calling him “extremely dangerous” and ruling that no conditions would make the community safe.
Green’s preliminary hearing is also scheduled for January before Judge Mancuso.
Third Defendant Still Wanted
Quindell Klarence Bowers, 27, of Lithia Springs, Georgia, remains at large on 24 charges. He was last seen in Lackawanna County after posting $5,000 bail on unrelated drug charges in August 2025 — before state police filed the trafficking case.
Pennsylvania State Police ask anyone with information on Bowers’ whereabouts to contact them. His last known address is approximately 700 miles from Monroe County.
What Happens at the Preliminary Hearing
At the January hearings, Magisterial District Judge Mancuso will determine whether prosecutors have presented enough evidence to hold Green and Williams for trial in Monroe County Court of Common Pleas.
The Commonwealth must show probable cause that crimes were committed and that the defendants committed them. Defense attorneys can cross-examine witnesses and challenge evidence, but the standard at this stage is lower than at trial.
If the cases are held for court, the defendants will be formally arraigned in Common Pleas and the cases will move toward trial or plea negotiations. Given the complexity of a multi-county trafficking investigation involving at least three victims, legal observers expect the cases could take months to resolve.
The Charges
Attorney General Dave Sunday announced the case December 4, describing a trafficking operation that ran from January 2023 through November 2025 across Monroe, Lehigh, Luzerne, and Lackawanna counties.
Prosecutors allege Green recruited victims online, posed as a romantic interest to establish emotional control, then used violence and intimidation to compel them to perform commercial sex acts. Williams and Bowers allegedly drove victims to hotels, arranged encounters, and handled money.
“Defendant Green used violence and his criminal past to invoke fear in these women, whom he devalued as people and viewed solely as a means to make money,” Sunday said when announcing the charges.
The cases are being prosecuted by Chief Deputy Attorney General Heather A. Castellino and Deputy Attorney General Lauren Perchinski through the AG’s Human Trafficking Section — a unit launched in January 2025 specifically for multi-county trafficking investigations.
PSP Troop N Vice Unit, which covers Monroe, Pike, and Wayne counties, initiated the investigation. Troop R Vice Unit, covering Lackawanna and Luzerne counties, assisted. The statewide Organized Crime Unit completed the case.
