The Wayne County Arts Alliance hasn't had a valid Pennsylvania charitable registration since 2014 — and it was unregistered when it ran the building fund campaign that raised over $150,000. Its 2nd Vice President is Lisa Glover, whose domestic partner Derek Williams works for the Wayne County Community Foundation, which sent $96,500 to the arts alliance the first year he was on payroll. Before Williams joined, the foundation sent WCAA nothing. The foundation called it a grant. WCAA recorded the same $75,000 as debt. No mortgage appears in public records.
