Brooklyn Man Jailed on Camelback Lodge Credit Card Fraud Charges

Ricardo Mattis arraigned Thursday after Border Patrol captured him on outstanding Pocono Township warrant; held on $7,500 bail ahead of New Year’s Eve hearing

TANNERSVILLE, MONROE COUNTY — A 36-year-old Brooklyn man is in Monroe County Prison tonight after being arraigned Thursday morning on three felony charges stemming from a wallet theft at Camelback Lodge and credit card fraud at Crossings outlet stores.

Ricardo Mattis appeared before Magisterial District Judge Daniel Kresge on Thursday, December 19, 2025, and was unable to post $7,500 bail. He was remanded to Monroe County Prison, where he remains confined.

His preliminary hearing is scheduled for Tuesday, December 31, 2025 at 10:00 a.m.

Mattis had been wanted since late November after Pocono Township Police say he stole a wallet from the Camelback Lodge on Wednesday, November 5, 2025, and used the victim’s credit cards at multiple stores in the Crossings before officers even arrived on scene.

Border Patrol Capture

Mattis evaded arrest for two weeks before U.S. Border Patrol agents took him into custody on Monday, December 9, 2025. He was extradited to Monroe County to face the outstanding warrant.

Court records show he spent 10 days in custody before Thursday’s arraignment.

The Investigation

According to Pocono Township Police, officers responded to Camelback Lodge at 193 Resort Drive on Wednesday, November 5, 2025, for a report of a stolen wallet. While en route, the victim reported the credit cards were already being used at multiple stores in the Crossings outlet mall.

The investigation involved multiple law enforcement agencies and led to the identification of Mattis. Officer Devin N. Dehart filed criminal charges on Sunday, November 24, 2025. Magisterial District Judge Kresge issued an arrest warrant the following day, Tuesday, November 25, 2025.

The Charges

Mattis faces three third-degree felonies:

  • Access device issued to another who did not authorize use (18 Pa.C.S. § 4106(a)(1)(ii)): F3 — up to 7 years
  • Theft by unlawful taking — movable property (18 Pa.C.S. § 3921(a)): F3 — up to 7 years
  • Receiving stolen property (18 Pa.C.S. § 3925(a)): F3 — up to 7 years

If convicted on all counts, Mattis faces a maximum of 21 years in state prison and $45,000 in fines.

Under Pennsylvania law, “access device” covers credit cards, debit cards, and electronic fund transfer cards. The charge applies when someone uses another person’s card without authorization.
