Two Career Burglars Wanted for Monroe County ATM Heist — One Ran a Philadelphia Burglary Ring

DELAWARE WATER GAP, PA — Two southeastern Pennsylvania men with a combined six decades of criminal history are wanted for stealing an ATM from a gas station in Delaware Water Gap Borough, and court records reveal one of them served state prison time for running a burglary ring under Pennsylvania’s racketeering law.

Ralph Leonard Ardary IV, 48, of Downingtown, and Charles Joseph Campbell Jr., 57, of Sellersville, face felony burglary and theft charges for the October 10 break-in at Fuel Mart on Broad Street. Warrants have been issued, but neither man is in custody.

Surveillance footage showed two individuals in black clothing and masks taking the ATM before fleeing in a gray or silver Chevrolet Suburban with no plates. Total loss: $5,480.

Campbell: RICO Conviction, 7-15 Years in State Prison

Campbell’s record dates to 1987, but the centerpiece is a 2004 conviction under Pennsylvania’s Corrupt Organizations statute — the state equivalent of federal RICO law.

Philadelphia court records show Campbell ran a burglary ring in the late 1990s. On November 30, 1999, he was arrested on 10 separate dockets covering racketeering, burglary, theft, conspiracy, and possessing instruments of crime.

Judge Pamela Pryor Dembe sentenced him April 21, 2004: guilty on the RICO charge (a first-degree felony), guilty on eight burglary counts, guilty on multiple theft and conspiracy charges. Sentence: 7-15 years state incarceration plus 20 years probation.

Before that, Campbell pleaded guilty in 1997 to attempted burglary, criminal mischief, possessing instruments of crime, and conspiracy — 9-23 months plus probation.

He’s been busy since getting out. In Bucks County last year, he caught felony theft and receiving stolen property charges; Judge Wallace Bateman sentenced him in August 2025 to time served. In Montgomery County, he pleaded guilty to felony theft on December 3 — six days ago — and got 5 years probation from Judge Risa Vetri Ferman.

The alleged ATM job in Monroe County happened while that Montgomery case was pending.

Campbell also has a Gagnon I hearing pending in Montgomery County for a probation violation on a 2022 disorderly conduct case.

He’s used at least four names over the years: Charles Campbell, Charles J. Campbell, Charles Brady, and John Scarfo.

Ardary: Sentenced in April, Charged With ATM Theft in October

Ardary’s timeline is almost absurd.

On April 21, 2025, Chester County Judge Sarah Black sentenced him to 8-23 months for simple assault and 90 days to 23 months for second-offense DUI. Five months later, he allegedly helped steal an ATM in Monroe County.

His record spans four counties. In Philadelphia, he pleaded guilty to second-degree felony burglary in 2014 — the same grade he now faces in Monroe County. In Montgomery County, a felony forgery conviction led to four separate probation violations and resentencings between 2015 and 2019, cycling in and out of confinement. In Delaware County, he did time for DUI at the highest rate (.16+ BAC) and felony theft by deception.

He also has an active Chester County case for felony receiving stolen property and retail theft.

Ardary is 6’2″, 315 pounds, with brown hair and green eyes. His last known address is 416 Washington Ave., Downingtown.
