Police Still Seeking Second Suspect in Stroudsburg Pool Store Credit Card Fraud

STROUDSBURG, PA — Stroud Area Regional Police are asking for the public’s help locating the second of two men wanted on felony charges in connection with a credit card fraud scheme at Pocono Pools & Spa earlier this year.

Dilan Bryan, 21, of Brooklyn has been wanted since November 25, 2025, when Magisterial District Judge Paul J. Gasper issued an arrest warrant charging him with access device fraud, a third-degree felony, and theft by deception.

His co-defendant, Kiond Jones, 22, of Shirley, New York, was charged separately in connection with the same scheme. Jones has since pleaded guilty to a misdemeanor charge in a related Barrett Township case. He has since been hit with new felony charges and has an active warrant.

Suspect Information

Bryan is described as:

  • Age: 21 years old (DOB: 06/23/2004)
  • Last known address: Brooklyn, NY 11234
  • Height/Weight: 5’5″, 150 lbs
  • Hair/Eyes: Black/Brown
  • Race: Black male

Court records indicate Bryan has not been fingerprinted.

The Scheme

According to court records, someone called Pocono Pools & Spa on Route 611 on June 17, 2025, and purchased a pool cleaner machine over the phone using a credit card. Two men arrived to pick up the item and the transaction appeared to process—but a week later the $1,377.95 charge failed.

On July 1, the same two men returned to the Stroudsburg store at 1507 N. 9th Street and attempted to make another purchase using the same credit card. When employees tried to identify them, they fled.

Police say the pair then drove approximately 15 miles north to the company’s Barrett Township location at 6382 Route 191 in Cresco, where Pocono Mountain Regional Police arrested them and identified them as Bryan and Jones.

Co-Defendant’s Case

Jones was charged with 12 counts in the Barrett Township incident, including felony access device fraud, conspiracy, possession of an instrument of crime, and evidence tampering. At an October 16 preliminary hearing before Magisterial District Judge Daniel Kresge, he pleaded guilty to a single misdemeanor count of possessing a counterfeit access device. The remaining 11 charges were dismissed, and he posted $5,000 bail.

A separate felony warrant remains active for Jones in connection with the original Stroudsburg theft.

Bryan now faces charges for his role in the June 17 incident at the Route 611 location.
